you can, use SAFE BOOT
with WIN+R type 'msconfig' -> Boot -> tick Safe boot -> Apply -> Ok
Restart PC, open KTA -> untick "re-enable kaspersky self-defense" -> do reset -> (after restart) again WIN+R type 'msconfig' -> Boot -> untick Safe boot -> Apply -> Ok.

after restart self-defense should be disabled so you just need to exit kaspersky and import the license

As hashi0 stated above you can restart your system in safe mode and then open Kaspersky to disable self defence.
