Локация у меня Беларусь, язык русский. Пробовал KTA v21.11.1.0 на KTS21.3.10.391ru (g), работает капризно и не стабильно. Нужно экспорт и импорт делать после обязательного сброса (RESET) Касперского, может тебе поможет.
У меня экспорт и последующий импорт активации файлов ,lic и .dat при использовании Kaspersky Tweak Assistant v21.11.1.0 отрабатывают без проблем на KIS 21.3.391(g). Файлы смотри в приложении

On Windows 10 RUS + KIS v21.3.10.391(Rus Or Eng) import from KTA 21.11.1.0 does not work.
On Windows 10 Eng + KIS v21.3.10.391(Rus Or Eng) import from KTA 21.11.1.0 works without problems.
On Windows 10 RUS or Windows 10 Eng, import from KTA v21.10.3.0 works without problems.

I am not sure about Windows 10 English or Russian languages bro , there's no such code changed for operating system or languages on latest version .

oval2003 can you please confirm what's the actual issue happening here ?

Why then does KTA v21.10.3.0 perfectly import everything from KIS v21.3.10.391(f) on the same machine Windows 10 RUS, but KTA 21.11.1.0 does not?
How can this be understood?

Да можно было бы и на русском написать ))) Я пытаюсь вообще воспроизвести проблему
 
There was a reason for the import problem with KTA 21.11.1.0.
The case turned out to be in Cyrillic at the name of the path to the lic.
If the lic is in the folder D:\Дистрибутивы\KIS.lic, then the import does not work, and if the lic is in the folder D:\Distributivs\KIS.lic, then the import is triggered.

It should be noted that KTA v21.10.3.0 did not have this Cyrillic problem.

As it turned out, when importing, KTA 21.11.1.0 became sensitive to the presence of Cyrillic letters all the way to the lic, including the name of the lic itself.
While KTA 21.10.3.0 imports a lic with Cyrillic and two spaces without any problems, even in the name of the lic itself:
D:\Дистрибутивы\KIS21_2022.06.07_sub - копия.lic

Is it possible to fix this at KTA 21.11.1.0?

Hi! The current version "KTA 21.11.1.0" has ceased to normally import a previously saved activation if the path where the activation file is located contains Russian (Cyrillic) letters. Can you fix it?
