I think it is because Kaspersky wants you to use the Standard version as trial, which is KIS.
But if you download and install for example Plus. The temporary files downloaded in "\ProgramData\Kaspersky Lab Setup Files" say "KIS21.9.6.465.0.98.0". The installation also says Standard. But after adding the Plus key/license, magic happens!

I confirm. Entering a Plus license in Standard converts KIS to KTS.
But the VPN in Plus is still free VPN with limitation per day and no access to premium servers.
When the Kaspersky site advertises unlimited VPN. Anyone has a clue? Thanks

After importing any legal activation from the *.dat file (which was previously correctly saved in it), Kaspersky Endpoint Security is activated in fact and shows the correct license expiration date, but after a reboot (application/computer), this activation suddenly disappear.
